Issues Survey cited the cost of doing business in California as their top
concern. And 39 percent of Orange Country respondents to a small business
owner’s survey by Union Bank believe that California has an unfriendly
business climate. California businesses are facing worker’s compensation
premiums increasing by 30 to 100 percent, unemployment insurance costs increasing,
rising energy costs, and significant changes in overtime and family leave
programs recently enacted by the legislature and Governor. And with the
state budget crisis, consideration is being given to increases in sales
and income taxes and a variety of user taxes. According to the Milken Institute,
the cost of doing business in California is already 32 percent higher than
